Why do some emojis can't change the color of the skin

In 2015, the Unicode consortium allowed to change the color of the skin for Emoji, having made a kind of revolution in this field. However, the icon with two hands depicting the handshake remains one of the few to which the color modifier cannot be used. Internet users for several years tormented in guesses what is special about this Emoji, has not yet received a simple and reasonable explanation.
